We are looking for a Bid Manager to join our mission to Change Mobility for Good! The successful candidate will lead virtual, cross-functional bid teams in the Southern European region, as part of TIER’s Public Policy team. As we expand our market reach, you will be an integral member of our successful business-winning team, managing the end-to-end bid process to prepare and submit winning bids. This is a highly networked position that involves significant cross-functional engagement with internal teams including operations, product, marketing, public policy, commercial and finance.

THE ROLE AND YOUR IMPACT AT TIER

  • Coordinate and develop highly-effective bid-oriented teams across all markets in the region, providing clear direction from the outset.
  • Develop bespoke, high-quality winning submissions through effective leadership and guidance of virtual bid teams and collaboration with key internal stakeholders.
  • Initiate and ensure adherence to realistic timescales and defined milestones at each stage of the bid, including submission of a compliant bid on time.
  • Work in close collaboration with General Managers, Public Policy Managers and other customer-facing colleagues to develop effective win strategies for each bid.
  • Identify gaps to tender requirements, create solutions to bridge those, and develop effective win strategies for each tender.
  • Understand and resolve complex technical, strategic and commercial issues and risks throughout the bid process.
  • Drive financial modeling for strategic tenders, ensuring transparency and sign-off of P&L forecasts.
  • Manage the bid budget.
  • Build third-party agency strategies and relationships (including bid translation), where relevant.
  • Anticipate, plan and coordinate any bid presentations, if required.

 

YOU’LL FIT GREAT WITH THESE SKILLS AND QUALIFICATIONS

 

  • At least 2-3 years of relevant and proven experience in tendering (bid management or project management) in the transport, urban planning, technology or other applicable sectors. Knowledge of the procurement processes and tendering procedures in the region is highly desirable.
  • Bachelor (or preferably a Masters) degree in business, urban planning, policy, engineering or a related field.
  • Fluent Italian and/or Spanish language skills; excellent English language skills. 
  • Excellent written and verbal communication, organisational and project management skills, especially when working in cross-departmental and cross-cultural environments.
  • Proven cross-functional team leadership skills.
  • Creative problem-solving, proactivity, and attention to detail.
  • Strong managerial, task and risk management skills.
  • Ability to work under high pressure and within tight deadlines.
  • Ability to keep teams motivated and energetic, despite the highly-demanding nature of tenders and virtual environment.
  • Commercially-minded and motivated to push holistic company strategy to new heights.
